Philip Lewis

Originally at the forefront of energy market competition in Great Britain during the onset of full-liberalisation, Philip has 24 years experience supporting consumer focused competition, new business models and energy transition across over 100 energy markets.
High-level public projects have included director of the European Commission’s project identifying barriers to entry in all European markets (2021); lead consultant in the Nordic regulators’ review of market barriers; consultant in the Australian Competition and Consumer Commission (ACCC) review of prices and competition (2018); the world’s largest global stock take of renewable integration projects for the Australian Renewable Energy Agency (ARENA); an executive level project identifying requirements for new business model (including community models) for OFGEM; has led two national competition reviews for the Finnish Government; and participated in over two dozen other projects for State and National Governments, the European Commission and national and European authorities.
Philip also co-founded ‘Smart Energy Europe’; a member of the World Economic Forum Global Agenda Council on the Future of Electricity; regularly trains European energy regulators (CEER) in competition issues; a keynote at many key industry events (e.g. EU Sustainable Energy Week; European Utility Week; Eurelectric Annual Convention); a speaker to top international audiences (e.g. World Forum on Energy Regulation and Florence School of Regulation); a former reviewer for the International Journal of Energy Sector Management and the European ‘Energy Efficiency’ Journal; and a former faculty member for the Diploma of Advanced Studies programme in Renewable Energy Management, University of St Gallen Executive School, Switzerland. Dr Lewis is a member of the E.DSO (European Distribution System Operators) Stakeholder and Innovation Council.
